regards the foreshore, the land taken being limited to
the essential necessities of defence requirements.

It is not proposed to take in any of the fore-
shore at Devils Peak, or to acquire any such strip of
land abutting on High Water Mark as would serve for
wharves or godowns, except the existing access to the
sea on the eastern shore of Chong Lui (shewn on plan
Y accompanying War Office letter of the 13th June, 1902,
Hong Kong 8/135, above quoted), and an access in Yau Tong
if considered necessary. At the same time it will be of
course essential to secure firing rights for practice
purposes in connection with the batteries at Devils
Peak, and to ensure that no interference with the line
of fire through the whole extent of the fighting arcs
should be caused by the erection of high buildings or
by any other form of obstruction.
4. Any barrack area deemed necessary on the pro-
posod site at Devils Peak should be located, so far as
may be possible, inland of the boundary of the more
valuable land extending along the shore. The barrack
area at Victoria Peak should be considered with the
defence works site and reduced to the minimum consistent
with requirements.
5. It is anticipated that the value to be record-
ed of the land at Kowloon sold to the Dock Company will
